ELECTORAL MANIPULATION AND DEMOCRATIC LEGITIMACY IN NIGERIA: ASSESSING ITS IMPACT ON GOVERNANCE OUTCOMES

Abstract

Electoral integrity is a cornerstone of democratic consolidation, serving as the primary mechanism through which citizens exercise their sovereign right to select leaders and hold them accountable. In Nigeria, however, the democratic experience since 1999 has been persistently challenged by widespread electoral manipulation, including vote buying, voter intimidation, ballot tampering, political godfatherism, and institutional interference. These practices have systematically undermined democratic legitimacy, eroded public trust in governance institutions, and distorted electoral outcomes, often prioritizing elite interests over the collective will of citizens. This article critically examines the complex relationship between electoral manipulation and democratic legitimacy, exploring how manipulative practices diminish citizen confidence, foster political alienation, and compromise governance performance across multiple dimensions. Drawing on institutional and democratic theories, the study synthesizes evidence from Nigeria’s recent elections, including technological interventions such as the Bimodal Voter Accreditation System (BVAS) and the IReV portal, as well as existing scholarly analyses of electoral conduct and institutional performance. Findings indicate that compromised electoral credibility not only fuels political instability and contestation of election outcomes but also undermines public service delivery, discourages civic participation, and entrenches cycles of elite domination and governance failure. The article concludes that restoring democratic legitimacy in Nigeria requires a multifaceted approach, encompassing the strengthening of electoral institutions, legal and regulatory reforms, enhanced civic education, strategic integration of technology, and the establishment of robust accountability mechanisms. Only through sustained institutional, legal, and civic reforms can Nigeria transform its elections from procedural exercises into substantive tools for accountable governance and citizen empowerment.
