Cybersecurity Awareness among Public Sector Employees of Kaduna State E-Government System

Abstract

E-governance is striving towards full-scale implementation in Kaduna state. One of the issues arising with the efforts to this realization is the assurance of a secure system while upholding high privacy standards. In order to engage citizens in the process, there must be transparency and confidence that the e-governance systems being used are reliable and will deliver the services with integrity, confidentiality and accountability. Different systems require different levels of cyber-security according to the services the e-governance system provides to its citizens. Though, countries differ in one or more of the following characteristics: political systems, legal systems, economic situation, available technological infrastructure, Internet, availability of skills, human resources, literacy levels, leadership, and ethnic diversities in terms of norms, languages, and expertise, security and privacy are general concern for all operators of e-governance. The study investigate the cybersecurity awareness among public sector employees of Kaduna state e-government system. The results from data collected confirmed that there are vulnerabilities and weaknesses in the state’s e-governance systems. There is a need to improve in technological infrastructure, and include the input of all stakeholders in the design and implementation of e-governance. From the survey, the study also considers a number of studies on cyber security awareness and implementation in governance that emphasis in compelling terms the challenges, successes, and struggles of e-governance initiative so far. Recommendations on ways to deal with the identified challenges to ensure successful implementation of e-government were made.
