GOVERNANCE AND URBAN VIOLENCE IN ABA, ABIA STATE 1999-2016: A CHANGE IN CRIME MANAGEMENT

Abstract


This paper investigates governance and urban violence in Abia State, Nigeria, for the period 1999 to 2016. It employs the historical method, involving a careful examination of primary and secondary sources of relevant information with the purpose of achieving an objective reconstruction of developments within the period under study. Urban areas in Nigeria and in Abia State, witnessed increased wave of urban violence in recent history. However, the dimensions and determinants of such urban violence, slightly varied from state to state and from region to region. Generally, wherever it manifested, it left severe consequences on governance as well as on social and economic development. In Abia State, governments and citizens responded by adopting various measures to check the menace of urban violence. Governments employed certain legislative and administrative interventions, while the citizens organized private and community security arrangements to protect themselves. All these measures had their different degrees of success. These vital issues and more are carefully considered in this work, with the objective that the findings and subsequent recommendations, will help to prevent in the future the escalation of urban violence to unmanageable level in the state.
